The First Nations Chiefs of Police Association (FNCPA), in collaboration with the Quebec Association of First Nations and Inuit Police Directors (QAFNIPD), is launching the new Mentorship Program for First Nations Police Leaders (FNPL), which is now open for registration.
New Chiefs (Directors in Québec) of police and aspiring Chiefs/Directors working at the Inspector/Lieutenant (in Québec) rank level or above may now apply to the new Mentorship program. This is a unique opportunity for police leaders working in First Nations policing to work together to enhance and expand their leadership development capabilities now and into the future.
The program brings together experienced and less experienced leaders to participate in a leadership development and collaboration program for new and aspiring Chiefs/Directors of Police, specifically working in First Nations policing. Mentees and Mentors will come together in mentoring conversations and in group focused training sessions to expand their leadership knowledge, skills and abilities. The schedule is designed with the Chief/Director’s and leaders’ busy schedule in mind providing structure, support and flexibility. The mentoring conversations and most of the training sessions will be delivered virtually in Zoom. There will also be two opportunities to meet in person as part of the program, including a shadow experience.
Please note that the inaugural program will be offered in English. The French program will be offered later this year.
Program Purpose and Learning Objectives
The program is designed to develop and expand an existing robust workforce within First Nations policing and contribute to members’ professional policing careers now and into the future. It will enable a safe space for learning and sharing knowledge and experience between experienced senior First Nations police executive leaders and less experienced leaders. The program is specifically designed for members working in a self-administered First Nations policing environment.
The program is designed for participants to:
- Develop mutually beneficial and enriching professional one-on-one relationships.
- Grow and develop their leadership skills, knowledge and capacities that will directly impact their executive strategic competence and capabilities.
- Directly benefit from the experience of more experienced First Nations senior police leaders and work through specific challenges and projects.
- Mentors will have the unique opportunity to share their knowledge and experience.
- Mentees will be part of a unique networking opportunity.
Participation and Commitment
As part of the Mentee/Mentor admission process, all applicants are invited to confirm and commit to the full participation of the program activities that include a series of 8 monthly mentoring conversations and a series of monthly focused group virtual sessions (1 or 2 will be in‑person). They will commit to their participation by signing their personal Profile to register and the Participant Agreement document, which will be completed later during the first mentoring meeting.
Application Process and Registration
Participant Criteria of Admissibility
The program is for police leaders* working in a First Nations police service.
- For Mentees who:
- Occupy a position of Chief for 2 years or less.
- Occupy a position of Inspector/lieutenant or above who aspire to be a Chief of police in the near future.
* Other applicants (lower than the rank of Inspectors/lieutenant) will be reviewed and considered for admission on a case‑by‑case basis.
- For Mentors who:
- Occupy a position of Chief for at least 3 to 5 years.
- Occupy a position of Deputy Chief for at least 3 to 5 years.

- Inspectors/lieutenant and above category, also submit a letter of endorsement from your Chief. A one-page letter outlining how this candidate will benefit from the program.

The form will be used to assign the Mentee/Mentor pairing, so it is important to complete your form as thoroughly as possible.
Admissions and Pairing of Mentee and Mentor
All applications will be reviewed by the FNCPA to ensure and enable the following:
- Application package is complete and conforms with the admissibility criteria.
- Applications will be considered based on the number of applications received.
- Once the application package is complete and accepted, the Mentee/Mentor pairing process will take place, which will be based on the Mentee and Mentor profile forms submitted.
- All applicants will be informed if they will be Accepted in this year’s program cohort.
- The FNCPA will confirm the admission process and provide a final review of the pairing.

Overview of training topics and timetable
Overview
While the main objectives of the Mentorship program will consist in meaningful and insightful mentoring conversations, this program will also provide timely focused group training sessions that are punctually scheduled to guide and structure the mentoring conversations.
The program consists of 9 group focused training modules as follows which will be offered each month during the program (7-8 virtual and 1-2 in person):

- Your Leadership Profile
- Organizational Awareness and Strategic Management
- Ethics and Responsibility and Public Accountability
- Interactive Communications (Internal and External)
- Decision-Making and Critical Thinking
- Financial and Human Resource Management
- Cultural Sensitivity Training and Mental Health and Resilience
- Program Closing
- Mentoring conversations will be 60-90 minutes.
- Virtual group focused training sessions will be 60-90 minutes.
- The in-person sessions will be scheduled with the cohort.
High Level Schedule
The program will run 9 months in total as per the following schedule:
- From April 15, 2025, to January 13, 2026
